Wisconsin Forward Award’s Panel of Judges calibrates
scoring and application of the Criteria within and across
teams. The Panel makes the final determination of the appropriate
level of recognition for each Wisconsin Forward Award applicant,
ensuring that the level of recognition reflects consistent
and accurate scoring across teams and is consistent with the
Wisconsin Forward Award description of that level. Judges
confer with Team Leaders as needed throughout consensus review,
site visit, and completion of the feedback report. At the
culmination of the process, each Judge gives feedback to his
or her Team Leader to share with the team about the specific
strengths and opportunities for improvement regarding their
scoring and feedback report.

Kirsten Albers
Kirsten Albers has over 33 years of acute care hospital experience. She graduated from Southeast Missouri State University’s nursing program in 1974 and has worked in a number of clinical settings, both as an RN and within management. She has been leading hospital quality efforts since 1992 and has served as Meriter Hospital’s Director of Quality Resources since 2000. In that role, Kirsten facilitated Meriter’s Baldrige/WFA application and feedback processes which culminated in Meriter receiving the Governor’s Forward Award of Excellence from WFA in 2006.
Kirsten holds a Master’s Degree in Health Administration. She is a Certified Professional in Healthcare Quality (CPHQ) and a member of the American Society for Quality. Kirsten is entering her third year as a Malcolm Baldrige National Quality Award examiner and her second year as a Senior Examiner.
Ray Bandziulis Ray is a native of Chicago, and he was educated at Northwestern and Yale Universities. After completing his Ph.D. in cell and molecular biology in 1987, Ray served as a research associate in the Biochemistry Department at Northwestern. Ray then joined Promega Corporation in 1989 in Madison, Wisconsin as Quality Assurance Manager. Promega is a privately-held biotechnology product developer, manufacturer, and distributor. He currently serves as Director of Regulatory Affairs and Quality Systems.
Ray was a principal architect of the Promega quality system, which is registered to the ISO9001:200 standard, and he was a key member of the team that presented three successive applications to Wisconsin Forward Award in 1998, 1999, and 2000. Promega achieved Mastery recognition in 2000. Since then, Ray has served on the WFA Program Committee. Ray's professional interests are in new product development, corrective and preventive action systems, and balanced scorecard approaches to managing strategic goals.
Ray is married to Irene Katele, who is Associate Director of Legal Studies at the University of Wisconsin–Madison. They have two red miniature poodles who dictate the shape of their personal time. When not practicing agility maneuvers with younger dog, Baci, Ray enjoys reading history and playing (and listening to) the classical/bossa nova guitar.
Roy Bauer Roy Bauer is the retired President and COO of Pemstar, Inc., a public contract manufacturing company with 14 locations across the world. Prior to Pemstar, Roy led IBM Rochester to receiving a Baldrige National Quality Award in 1990. He has also worked with his alma mater and 2001 Baldrige recipient University of Wisconsin–Stout on its quality improvement system. Currently, he is a popular consultant and speaker on leadership and organizational improvement.
He served as a Senior Examiner for the Baldrige National Quality Program for 6 years, and a Judge for 3; in 2005 he served as the Chairman of the Panel of Judges. He also served on the WFA Panel of Judges in 2001 and facilitated Examiner training.
Roy has co-authored three books on organizational change, quality, and strategy: The Silverlake Project: Transformation at IBM, The Quality Journey: How Winning the Baldridge Sparked the Remaking of IBM, and Competitive Dominance: Beyond Strategic Advantage and Total Quality Management.
Theodore Bunck Ted Bunck is Director of Center Operations for the Wisconsin Department of Health and Family Services, Division of Long Term Care, in which capacity he is responsible for the three State Centers for individuals with developmental disalbities. He is alsothe Director of the Central Wisconsin Center (CWC) in Madison, for which he responsible for e daily operations.
He is a licensed nursing home administrator in Wisconsin and a licensed psychologist in the District of Columbia, and he has a Ph.D. in developmental psychology from Ohio State University and a Masters in clinical psychology from Western Michigan University. He is an officer in the Wisconsin Chapter of the American Association on Developmental and Intellectual Disabilities and a Diplomate in Administrative Psychology among several other professional memberships. He has taken a leadership role for a project involving multiple stakeholders to eliminate health disparities for persons with intellectual disabilities in Wisconsin and has worked to eliminate or greatly reduce the time people with intellectual disabilities spend in institutional psychiatric facilities.
Ted worked and lived in the Washington, DC area for nearly 20 years before he and his family moved to Madison in 1997.
Karen CoppKaren Copp is the DART Change Manager for the Hennepin County Taxpayer Services Department, where she is responsible for managing the user adoption (change, communication, training) related to DART (Direct Access to Records and Taxes).
Recently, Karen served as the Communication/Change Manager for the electronic health record project at Hennepin County Medical Center, and prior to that she served as Organizational Development Specialist in the Education Department for five years and was responsible for facilitating teams, groups, and projects whose scopes include single department process improvement to organization wide process design. She has also facilitatesd department or program level Hoshin planning. She has thirty years of health care experience, working as a financial analyst, quality improvement specialist, and facilitator. She has assisted Hennepin County District Court in its internal Baldrige assessment and journey.
She has been a Baldrige National Quality Award Examiner, Senior Examiner, or Alumni Examiner for seven years, a WFA Judge for four, and a Minnesota Council for Quality Evaluator or Judge for three. She was also part of a Minnesota-Colorado evaluator team for a multi-state company.
Karen has a Bachelors of Fine Arts in Music from Carnegie Mellon University and a Masters in Management from St. Mary’s University of Minnesota. She is a lifetime Girl Scout having served in multiple roles as an adult (e.g., leader, trainer, service unit manager, and rregistrar).
Julie Furst-Bowe Dr. Julie A. Furst-Bowe is Provost and Vice Chancellor for Academic and Student Affairs for the University of Wisconsin–Stout. She has been in higher education for 20 years. At UW-Stout she has served as a faculty member, graduate program director, department chair, and assistant chancellor prior to her current position. Extensively involved with Baldrige efforts at UW-Stout, she serves as a senior examiner for the Baldrige Awards Program and as a judge for the Minnesota and Wisconsin state quality awards. Last year, Anker Publishing published her most recent collaboration, Quality and Performance Excellence in Higher Education.
Tim Hallock
Previously, he activly facilitated numerous quality improvement projects as the throughout St. Mary's Hospital in Madison, Wisconsin as its Quality and Organizational Improvement Leader and developed and delivered training in quality methods for the SSM HealthCare System in St. Louis.
Dale HershfieldDale Hershfield is program leader with Kimberly-Clark
Corporation in Neenah. He works in the areas of organizational effectiveness, change management, strategy deployment and performance improvement. Prior to
joining Kimberly-Clark, Dale held positions with Hewlett-Packard, Rayovac and KI (Krueger International).
Dale has had extensive experience as an Examiner. He has served
on the WFA Board of Examiners for the past eight years, the
most recent four years on the Panel of Judges. He served a member of the Board of Examiners for the Baldrige National
Quality Award for four years. Dale is a graduate
of the University of Wisconsin–Madison and the University
of Chicago.
Steven Hoisington Steve is the Vice President of Quality and Reliability for Electro-Motive Diesels in LaGrange, Illinois. Previously, he served as Senior Vice President of Organizational Excellence and Quality for Exel, Ltd. and Vice President of Quality, Customer Satisfaction, and Manufacturing Operations for the Controls Group of Johnson Controls, Inc. in Milwaukee, Wisconsin . Prior to joining Johnson Controls, Steve held several worldwide management positions including director of Quality and Customer Satisfaction at IBM. IBM Rochester is a 1990 Malcolm Baldrige National Quality Award winner. He has served as a Baldrige examiner for 15 years, serves as a judge for the Army’s ACOES (Baldrige) program, lead judge for the Wisconsin Forward Award (WFA) process, and a former examiner and judge for the Minnesota Quality Award process. He serves as a Baldrige consultant for the New Zealand Quality Award process and for several companies in India including the Confederation of Indian Industries (CII).
Steve is a certified Six Sigma Black Belt and a frequently published author and presenter, most recently having coauthored 2 books entitled Customer-Centered Six Sigma and Implementing Strategic Change. Steve received a Bachelors degree in industrial engineering technology from the University of Wisconsin–Stout and a Masters degree in Business Administration (MBA) from Winona State University. He is member of the Institute of Industrial Engineers and the American Society for Quality, and he serves as the chair on the board of directors for Wisconsin Forward Award.
Laura HustonLaura Huston was named assistant vice president of Sunny Fresh Foods in June 2005. She was named director of research and development in June 2000 and is responsible for product and process development and improvement, as well as, protection of intellectual property. Huston is a member of the Sunny Fresh Food’s Management Committee.
Prior to June of 2000, she held the position of manager of business process improvement, and was responsible for the deployment of the Baldrige-based criteria throughout Sunny Fresh (the egg further processing business of Cargill). She joined Sunny Fresh in 1995 as a food research scientist. Prior to joining Sunny Fresh, Huston held various positions in the food and agriculture industries.
She is a senior member of the American Society for Quality and a member of the American Chemical Society and the Institute of Food Technologists. She has been a member of the board of examiners for the Malcolm Baldrige National Quality Award since 1998, and has served as lead examiner for the Minnesota Quality Award process. Huston has also served as a Judge for the Wisconsin Forward Award since 2004.
Huston received a bachelor's degree in chemistry from St. Cloud State University. In 1994, she attained her certified quality engineer and certified quality auditor status through the American Society for Quality.
Satyendra KumarSatyendra Kumar is the Senior Vice President and Global Head for Quality, Tools, and Software Reuse for Infosys Technologies, Ltd. He is a Director on the Executive Board of the QuEST Forum and serves on three national committees on Service Standards, Software Standards and Higher Education Assessment in India. He has 15 years of experience quality management and heading quality functions in several companies.
Sandra McClary Sandra L. McClary is currently Director of the Office of Corporate Learning at MATC. She also serves as vice president of the National Council for Continuing Education & Training; Chair of the Wisconsin Technical College System’s “Workforce Training & Economic Development” committee, and is a previous Commissioner on the American Association of Community Colleges “Commission on Workforce & Economic Development.”
Sandi has been involved with WFA since 1999 as an Examiner, Team Leader, Judge and training facilitator. She also leads a consortium of technical colleges in Wisconsin collaborating with WFA for an annual series of organizational self-assessment workshops presented throughout the state.
Martin A. Preizler
Martin Preizler recently retired as President and CEO of Physicians Plus Insurance Corporation, where he brought a comprehensive background of HMO experience and knowledge . He received his B.S. in Sociology from the University of Wisconsin–Madison in 1967 and an M.A. in Public Policy from the University of Wisconsin-LaFollette Institute in 1986. He also received an M.S.W. in Public Welfare Administration in 1970 from the University of Michigan–Ann Arbor.
Prior to joining Physicians Plus, Mr. Preizler served as President and Chief Executive Officer of PACC Health Plans in Clackamas, Oregon from 1994 to 1998. In late 1997, PACC merged with QualMed Oregon, (a Foundation Health Systems subsidiary). Mr. Preizler was appointed President and CEO of the resulting entity and continued to serve in that capacity until coming to Physicians Plus in the fall of 1998. While at QualMed, Preizler was responsible for all strategic, policy, financial and operational aspects of plan management for the 180,000 member plan.
Mr. Preizler’s background also includes serving as the Administrator of the Clinical Practice Plan and Executive Director at University Health Care from 1983 to 1988. He was the Director of the Bureau of Healthcare Financing (Medicaid Program) at the Wisconsin Department of Health and Social Services in Madison between 1977 and 1983. In 2006, he was appointed to the Baldrige National Quality Program's Board of Examiners, and he led Physicians Plus to receive three Wisconsin Forward Award quality awards, including Mastery recognition in 2004.
Mr. Preizler resides in Madison, Wisconsin with his wife, Lynn and dog Chloe. He and Lynn have three children, Jon of New York City, David of Los Angeles and Julie of Chicago and granddaughter, Natalie.
Jane Rada Jane Rada is currently entering her sixth year as an Examiner for the Malcolm Baldrige National Quality Award Program (fourth year as a Senior Examiner) and serves as a Systems Portfolio Appraiser for the Higher Learning Commission’s alternative accreditation process, the Academic Quality Improvement Program (AQIP). She retired from Western Technical College in 2003 where she was employed as a faculty member in the Business Division and served as the college AQIP Coordinator. She was a member of the college writing teams for WFA and Baldrige applications and AQIP Systems Portfolio. Jane is active in WFA as a co-facilitator of the Program Committee, facilitating application writing workshops, and serving on the strategic planning team for 2005 and 2006-07 examiner training. She has been a member of the Panel of Judges since 2004 and participated on the 2001 Board of Examiners.
Phil Skowbo Phil is a quality and continuous improvement executive with over 25 years of experience developing performance improvement solutions to complex problems. He has developed and implemented business systems in the shop and office to improve overall organizational effectiveness and efficiency. Phil has highly developed technical and interpersonal skills in planning, relationship building, personnel development, and employee motivation. He is a member of “Who’s Who Worldwide Business Leaders,” a Certified Quality Engineer, and was a Team Leader and trainer for WFA from 1998 to 2001. Phil has also been a WFA Judge since 2002 and was appointed to the WFA Board of Directors in 2007.
As Vice President of Quality and Continuous Improvement at Milsco, Phil oversaw the start-up of its European Business Division and implemented results-oriented quality management systems, cellular manufacturing, and lean manufacturing techniques. Through his work at WMEP, he achieved over $10.5 million of impact working with his customers over the course of three years. Phil also served as Senior Vice President at H.O. Bostrom and recently took a new position as Vice President at Wisconsin Metal Tech.
Recent and Honored Alumni
Jeff Allar Since 1995, Jeff Allar has been the Human Resources Business Partner – Supply Chain & KTE for Unilver North American Ice Cream headquartered in Green Bay, Wisconsin. He is responsible for all human resource activities for the Supply Chain division as well as developing and deploying the performance excellence process (called Keys to Enterprise (KTE)) for the entire company of nearly 3,500 employees. Prior to joining Good Humor - Breyers (an operating company of Unilever), Jeff held several management and staff positions including Program Manager of Quality for IBM. Jeff has served as an examiner for 3 years and was invited to be a Senior Examiner for the past two years with the Malcolm Baldrige National Quality Award and has served as a Senior Examiner for both the Pennsylvania and Wisconsin state programs. Jeff received a Bachelors degree in Information Systems from the University of Wisconsin–Eau Claire and a Masters degree in Training and Development from the University of Wisconsin–Stout. He is member of the American Society for Quality, the American Society for Training & Development, and the Society of Human Resource Management.
Todd J. BilleTodd is a Planning Consultant with the Mayo Foundation. He provides strategic and operational planning and analysis to the Mayo Clinic Rochester Board of Governors, Mayo Health System Board of Directors, and leadership of clinical departments, committees, and task forces. Currently Todd is involved with the introduction of Lean methodologies at Mayo Rochester and assisting the Mayo Health System with an application for the Minnesota Quality Award.
Before joining Mayo, Todd was a consultant specializing in marketing and strategy. His industry experience includes quality control laboratories, medical devices, semiconductors, software, electronics, computers, contract manufacturers, food processing and distribution, non-profit organizations, and service-based companies. He has experience in the implementation of Lean Methodology, Six Sigma, Baldrige Assessment, and Balanced Scorecard.
Todd has a Bachelor of Science from Winona State University and an M.B.A. from the University of St. Thomas with an emphasis in Management and Strategy. He has served as a Senior Examiner with the Minnesota Quality Council, and he is past Chair of the Rochester Quality Council and past board member for the Minnesota Quality Council. He is an active volunteer with Gamehaven Council of the Boy Scouts of America (e.g. District Chair, Board Member, and Strategic Planning Committee).
Sheryl Billups
Sheryl Billups has over 28 years experience in workforce investment policy and program development. Currently, she is senior policy analyst for Wisconsin's Department of Workforce Development (DWD), Office of Economic Initiatives. In this position, she serves as lead staff to the Governor's Council on Workforce Investment and works on interagency efforts to advance workforce skill development and high performance management practices in Wisconsin's publicly financed workforce development system, as well as in manufacturing and other key industries. In addition to DWD, Billups has worked with the National Governors' Association and served as a consultant to the U.S. Department of Labor on national-level workforce policy and continuous improvement strategies.
Billups assisted the Governor's Council on Workforce Investment and DWD develop the Wisconsin Forward Award program, served as the program director in its first three years, and provided leadership in its transition to a private non-profit organization in 2000. She has continued her involvement in the WFA program, previously serving on the WFA Board of Examiners, the Panel of Judges, and the Program Committee.
Mark BlazeyMark Blazey, Ed.D. is the president of Quantum Performance Group, Inc., a management consulting and training firm specializing in organization assessment and quality systems development. Dr. Blazey has an extensive background in systems to drive performance excellence. He served for five years as a senior examiner for the Malcolm Baldrige National Quality Award. Blazey also served on the Baldrige Panel of Judges for the education pilot project to expand coverage of the Baldrige criteria to the education sector. He has served as the lead judge for the quality awards for New York State, Vermont, and the nation of Aruba. He is the author of Insights to Performance Excellence, the Quality Press best selling book about implementing the Baldrige Criteria and improving organizational performance. Dr. Blazey has participated on and led numerous site visit teams for national, state, and private company quality awards and audits over the past 14 years.
Megan ChristiansenMegan Christiansen joined the Wisconsin State Public Defender’s Office as Deputy Director for Administration in November 1997. She serves as the agency’s budget and finance officer and is a member of the agency’s Administrative Leadership Team. In that capacity, she was a member of the internal team that developed three WFA applications (2000, 2001 and 2002), which culminated in the SPD’s being awarded a Mastery level award in 2002.
During her twenty year career with the State of Wisconsin, Ms. Christiansen has held management positions in several agencies, including appointments as a Senior Analyst in the State Budget Office; Chief of Planning and Budget for the Wisconsin State Patrol; Associate Controller for the University of Wisconsin System; and Administrator of the Management Services Division of the Department of Agriculture, Trade and Consumer Protection.
Megan holds a bachelor’s degree in Accounting and is a graduate of the John F. Kennedy School of Government’s Program for Executives in State and Local Government at Harvard University. In 2003, she served as a back-up Team Leader on the WFA Board of Examiners, and she first served as a Judge in 2004.
Kathleen Harris
Ms. Harris has been a vice president for Mercy Health System, an integrated healthcare delivery system with its home office in Janesville Wisconsin, since 1998. In her role as the chief human resources officer for the system, she oversees HR planning and operations, compensation/benefits administration and organizational development. MHS has 3,600 employees and 60 facilities located in southern Wisconsin and Northern Illinois consisting of 3 hospitals, several medical clinics, skilled nursing facilities, hospice care and retail health services (pharmacies, Durable Medical Equipment) and a managed health plan. Ms. Harris holds a bachelor’s degree in business administration from Morningside College and a masters of business administration from the University of South Dakota and has had over 30 years experience in Healthcare human resources and healthcare operations at various leadership positions in Iowa and South Dakota. In 2002 and 2003 she served as a national examiner for the Malcolm Baldrige National Quality Program and in 2004 was a team leader for the Wisconsin Forward Award Program.
Denis Leonard Denis Leonard has degrees in construction engineering and education in addition to a M.B.A. and Ph.D. in quality management. Denis is a Fellow of the UK Institute of Quality Assurance (IQA) and a Senior Member of the American Society for Quality (ASQ) with whom he is a Certified Quality Manager, Auditor and Six Sigma Black Belt. An ASQ Feigenbaum Medalist, he has won several international awards for research on quality management. He has been an Assessor on the Northern Ireland Quality Award, an Examiner for the Wisconsin Forward Award and the Baldrige National Quality Award, and a Judge on the ASQ International Team Excellence Competition.
He is a member of several boards including the U.S. (ANSI) Standards Group for Quality Management, Member of the UK Quality Standards Development Group Forum and ASQ’s Quality Management Forum and Quality Press Review Boards. He has presented at national and international conferences and published widely in such journals as The International Journal of Quality and Reliability Management, The Quality Management Journal, Management Decision, International Journal of Operations and Production Management, and The Journal of European Industrial Training.
A former Professor of Quality at the University of Wisconsin, he has experience in strategic and operational quality management, engineering, training, auditing, and consulting. This experience includes working with ISO Quality, Environmental, Health and Safety Management Systems. Denis is the Quality Improvement Manager for Veridian Homes in Madison Wisconsin, which, recently won the Baldrige-aligned National Housing Quality Award.
Derek Regal
Derek Regal, a Senior Alumni Examiner for the Malcolm Baldrige National Quality Program, retired last year as Business Manager of bp (previously Amoco Oil Company) having worked at various location and positions worldwide for 27 years. Amongst varied positions Mr. Regal most recently held positions as Global High Reliability Organization (HRO) Manager (London), with responsibility for organizational performance improvement for global refining; Business Manager (Whiting, IN Refinery), responsible for business process management and organizational effectiveness and change; HR Manager (Salt Lake City, UT Business Unit); and Performance Excellence Manager (Salt Lake City, UT Business Unit). He has received an MBA from Indiana University Northwest and a bachelors degree in Electrical Technology from Purdue University–Calumet.
Mr. Regal is a Senior Member of the American Society of Quality and recognized as a Certified Quality Manager and Certified Quality Auditor. He is a member of the Academy of Management and has served on the Board of Directors of the Utah Manufacturing Association, Junior Achievement of Utah and the Northwest Indiana Times Board of Economists. He also served as Vice Chairman of Utah Quality Council.
Shauna R. Roberts
Dr. Roberts recently left the position of Medical Director of the Genesis Heart Institute, which is a regional network of more than 35 heart specialists treating patients from a 12 plus county area in Iowa and Illinois. She was responsible for building upon the 21st largest interventional program in the nation, building a network of heart specialists, providing increased interaction with referring physicians and aggressively pursuing advancements in the use of innovative technologies and techniques. In addition, she practiced clinical cardiovascular and thoracic surgery.
Dr. Roberts has served on national organization committees including serving on the Board of Directors and as Website Editor for Women in Thoracic Surgery, and serving on the Workforce on Internet Applications and Communications for the Society of Thoracic Surgeons.
Dr. Roberts joined Genesis Medical Center in February 2001, coming from the Cleveland Clinic Foundation, whose heart center performs one of the largest volumes of open-heart surgeries in the world. Cleveland Clinic's reputation as a world leader in cardiac care and its groundbreaking approaches to treatment of heart failure prompted her to move away from a Kansas City-area practice. She had served as clinical faculty at Kansas University Medical Center, and Co-Director of Cardiac Surgery Services at Heartland Health Systems in nearby St. Joseph, MO. There she co-led the start-up of an open-heart program after the merger of two hospitals. In addition, she was the Medical Director of Heart-link, a cardiac program regional development project.
Dr. Roberts received her medical degree in 1984 from the University of Missouri–Kansas City. She completed a residency in general surgery in 1989 at St. Luke's Hospital, in Kansas City, MO, and a residency in thoracic surgery in 1991 at the University of Tennessee at Memphis. She is board certified in Surgery, Thoracic Surgery, Surgical Critical Care, and is a Certified Physician Executive. She has advanced training in complex cardiac surgery, as well as healthcare process and performance improvement. She serves as a Coach for the Iowa Performance Excellence process, and has been appointed to Senior Examiner on the National Board of Baldrige Examiners.
