Program Committee Charter
Vision: The Wisconsin Forward
Award (WFA) is recognized as the premier state level Performance
Excellence assessment and improvement program in the nation.
Mission: Working as a resource
to the Executive Director and staff of the WFA, develop and
deploy programs throughout the state of Wisconsin that promote
the use of a Performance Excellence model to assess an organization’s
performance against stated criteria. Assist the Executive
Director and staff of the WFA achieve program objectives associated
with the “application review” process.
Objectives:
1. Define and deploy an overall strategy and program
for assessing organizations against a set of Performance Excellence
criteria.
• Promote the use of the criteria
by organizations in both a formal and informal setting (e.g.
annual recognition event versus self-assessment).
• The program must be self-funding.
• Define the process(es) for assessing an organization
through both the formal and informal settings.
2. Define Performance Excellence Criteria for
all organizational sectors in the state of Wisconsin.
• Publish Criteria as hardcopy
• Publish Criteria on-line at WFA Website
• Create criteria for all organizational sectors
3. Develop criteria for the recruiting, selecting,
training, and conduct of Examiners to assess organizations
using the WFA/Baldrige Criteria.
4. Develop and deploy alternative assessment
methods.
5. Create a schedule that facilitates the use
of a formal assessment process for applicants and Examiners.
6. Create a forum to publicly promote the WFA
and recognize partner (e.g. applicants, Examiners, sponsors,
etc.) participation.
Boundaries:
• The Executive Director and staff of
the WFA, under the direction of the WFA Board of Directors,
are responsible for all aspects in the definition and deployment
of a formal recognition program. Final decision making resides
first with the Executive Director and then with the Board.
• The WFA Performance Excellence Criteria will
be based upon the Malcolm Baldrige National Quality Award
Program.
• Program Committee members are responsible, under
the direction of the WFA Executive Director, for creating
information and forums for the promotion and conduct of the
WFA program but are not responsible for all aspects of deployment
(e.g. delivery of training, recruitment of applicants and
Examiners, etc.).
Program Measures of Success
(to be aligned with Strategic Objectives):
• Number of applicants in relationship to past
years and the current economic/social environment; diversity
of geographic and sector representation
• Number and percent of returning Examiners; diversity
of geographic and sector representation
• Number and quality of new Examiners; diversity of
geographic and sector representation
• Customer satisfaction
results from:
– Examiners (trainings and evaluations,
peer reviews, program and process evaluation, Debriefing
Day)
– Applicants (program evaluation, Debriefing
Day, returning applicants, continuing relationships with
WFA, other feedback)
– Conference, annual recognition event, and
non-Examiner training (numbers, evaluations, volunteers)
• Profit or loss from the review process
and award program – including applications fees, training
and recognition of the Board of Examiners, the application
review process, annual recognition event, conference, and
other trainings and events.
